1997 Jaguar XK8 Passenger Seat

The passenger seat back does not go forward or back. I hear a click when I press the middle button.
The fuse location under the hood is missing the 20 A fuse for the seat, but there are no contact in the fuse holder to hold a fuse. Is there any way to manually move the back of the seat forward? Any other ideas on what could be the problem.

Most common failure is the seat control module. Really the only way to move it would be to supply power and ground to the appropriate seat motor which will not be easy as chances are you will not be able to get the seat out. The module can be seen and accessed from below the front of the seat.
