1988 Jaguar XJ6 windshield wiper rest position

Hi.

In the process of purchasing 1988 Jaguar XJ6.

One inconvenient issue is the single windshiel wiper
does not return to a rest position, and the best it
will drop to is about 3 inches above the hood.

Any clues where to start?
