It seems as though you may have a small fuel leak. The fuel line running from the fuel filler neck to the fuel tank should be inspected carefully, along with the fuel filler pipe itself. It doesn't take much of a pinhole to let those strong vapors leak out and if the vapors can leak than most likely so can the fuel itself.
