my trooper sat for almost 2 years. i have replaced the starter and battery but it doesnt even click when i turn it over. any ideas what to try next?

when turn key to on without cranking, do electrical systems such as headlights, radio etc.. work ? if so could be faulty ignition switch, if not then battery connection is at fault.
