Transmission service pan gasket

I recently had some work done on my automatic transmission and afterwards I had transmission fluid leaking (slow leak). I took my vehicle back to where the work was done and they said it was the cork gasket (which came with the transmission repair kit) that was faulty. They replaced this with a different type gasket telling me this would fix the problem. I ask to look at the cork gasket and I noticed that it was split/broken in 2-3 places where the bolt holes were and something in the "back of my mind" told me torsion wrench? Anyway, with the new gasket the leaking is worse. So, my question is: When these gaskets are replaced, should the bolts be tighten to a certain psi with a torsion wrench?
