Interior light fuse #15 keeps blowing

This fuse goes to the electrical control module which has many fuses and relays. I would try pulling relays one at a time to check if the fuse still blows (you will need a box of fuses). Here is the wiring diagram showing the fuse in question and the location of the module below:
