Instrument cluster not working at all

Instrument cluster fuel gauge, speedometer and temperature gauge, and warning lights not working at all, blows fuse #39 instantly upon turning key to start position.

There are 6 items on the fuse here is a diagram below to show you, any of these can cause the issue but I would start by disconnecting the brake light switch and the headlight switch and they replace the fuse to see if it blows.
