Instrument cluster does not work

I bought the car listed above and the speedometer did not work. With the old cluster it will crank and run but no readings and no speedometer. I tried to change the cluster out and the car will not crank. Is there a way that is inexpensive to reset the cluster or relearn the new cluster? Hence the phrase inexpensive!
