When we drive the vehicle the whole instrument panel will zero out.. And kick back up again... Randomly but consistently.. They gauges also get stuck. if the car is turned off when this happens it will not restart for about 10 minutes.
We have replaced the whole instrument cluster.. Have changed the 10 amp display fuse.. We are lost.. The car still drives when all this happens but it is getting to be a safety hazard.

I am thinking the most likely thing that would cause this if the entire cluster is doing this would be the power or ground wiring issue. You have an line connector on the power wire that needs to be checked. It is near the steering column that is shown on the attachment. I circled number 4 where it is showing the connector.

I would wiggle this connector gently and see if the cluster acts up or corrects itself and that would indicate a wiring issue.

Also, a loose or corroded ground will cause this as well. This is number 2 of the attachment. Let's check this and go from there. Thanks
