Ignition Timing

I have a question about setting timing on a 1994 Toyota Corolla. Underhood label said it needs to be at 10 degree at idle. I have the TE1+E1 terminal shorted already.

This is what the numbers show:

I see the numbers on the cover and a white mark on the pulley. Am I supposed to line the white dot to 0 (at top dead center) or do I line it on the number 10?

Ground Te-1 to E-1 in the diagnostic connector and check with a timing light-put the timing on 10deg BTDC and then remove the jumper-The computer will take over the ignition timing from there-

Yes, that's what you need to do, set it at 10deg and ensure that the idle speed is set correctly as well.
