ignition switch tumbler

I am replacing the tumbler (key part of ignition switch) but cannot get the top cover off of the steering so I can get to the ignition switch. Also,the steering wheel adjustment lever must come off apparently but how do i achieve this?

I attached the procedure for this. I am not sure where you are having issue but run through the procedure and see if you are missing something. More than likely there is a screw or clip that you haven't released yet.
