Ignition switch/Steering column removal

Super long story short, key was jammed, and I attempted to unjam it and broke the ignition cylinder. I have gotten everything removed down to the collar on the steering column and it is held on with two security rivets of some sort. How do I remove these two screws?

The replacement procedure does not call for anything like that.
