Where is the Idler air control valve located?

Has low idle not running rough, just low idle.

Was wondering if idle can be adjusted.

It cannot be adjusted; the computer sets the idle speed. I would service the throttle bore and check for vacuum leaks. This guide will help, and I have included instructions for your car in the images below:
