Cold start sensor does not work. Cranks up but idles low like no choke.

Good Morning my name is Roy and I will assist.
There is a coolant sensor that sends the ECM a signal of the engine temperature. That will activate an air bypass valve to slightly elevate the idle when the engine is cold. When the engine warms up, the valve will close completely.
Has anyone checked these?
