fluctuating idle

in gear and stopped the idle feels like it wants to rise. going from reverse to drive and sometimes the other way it will stall.
At a stop, if i wait a couple of seconds and put gear in neutral, the idle will rise to 1000 rpm's then slowly drop.

try cleaning throttle plate on both sides and IAC hole with choke cleaner it gets gummy and does that. also, check air filter.
