IBD-Ii port not connecting to a scanner?

I took my car to a parts retailer; they hooked up their OBD-Ii scanner to see why the engine light and anti-skid light were on.

The scanner did not connect. Can you tell me and hopefully show a picture of where the fuse is for this or how the fuse is labeled?

Hi,

As far as the fuse is concerned, it is on the right side of the dash. It is fuse 2 (7.5A) and should have power at all times.

If you check pin 16 at the data link connector, it should have battery voltage.

If you look below, I attached the wiring schematic, the legend of fuses for the fuse box I'm referring to, and the fuse to check.
