I recently bought a used 2002 dodge neon and the ob1 needs resetting?

I have absolutely no idea what this means, or how to fix it. please help me.

I was told by the man I purchased the car from that my car failed smog due to the ob1 needing reset. I really am strggling over here. I have no idea what that means. My car seems to run fine, but I can't get it registered to me until it passes smog.

1996 and newer cars have the OBD2, (on-board diagnostics version 2), emissions system. You don't "reset" anything to magically fix it. If there is a problem it will be detected by the Engine Computer which will set a diagnostic fault code. If the problem could adversely affect emissions the computer will turn on the Check Engine light.

The first thing you need to do is see if there are any codes. Many auto parts stores will read them for you for free, but Chrysler makes doing that yourself real easy. Cycle the ignition switch three times from "off" to "run" within five seconds without cranking the engine, leave it in "run", and watch the code numbers show up in the odometer display.
