I cannot get it to start?

I have a 1986 454 c10 bounder RV. I can't get it to start. New starter and batteries. It is clicking on a part I don't know up by the carb. Small kind of roundish part. what can I do to make it run?

1986 Chevy c110 454 bounder RV.

I had a starter on it. I have two new batteries, starter. I know works and all it's the engine is doing is clicking up in the right corner is around like cylinder that makes the clicks. I don't know what that is I need that any idea on what to do to make this thing start.
