2004 Hyundai Tiburon Emergency brakes release

My emergency break handle is loose and it feels like there is not resistnace on it. The cable snaped and i had it replaced in a shop, but only a few months later it is doing it again. The rear brakes are disk, and due to the need to pass inspection i just changed them today. While i was examining the calibers i noticed that there wasnot any tention on the e-brake mechinism that the cable attached on either side. So with the break off i would expect to feel tention in the e-brake handle. Do you think the cable has snapped again or the mechinism is sticking? Also after changing the rear brakes the drivers side is scraping.

Chances are the brake cable needs adjusted. If it broke again, I would take it back to the shop that did the work and have them repair it. It shouldn't have broken that quickly.

As far as the scraping, when you replaced the pads, did the caliper piston push in easily? Also, make sure by accident you didn't bend the backing plate into the rotor. That will cause a scraping noise too.
