my sisters car wont start so i am doing a yune up 1 st and the 2 cylenders with coil packs have oil in the cylder to cover the spak plug fully what causes this and how do i fix it

Where is this oil at -on the spark plug electrode or the ceramic porcelin/insulator area? If its inside could be valves/seals/guides/stem and rings-do a compression check . If its outside the cylinder check the valve cover gasket.
