I live in Texas and rarely it gets below 32 degrees. If the temp drops below 40 degrees my brake pedal won't go down. I have no brakes until the car warms up sometimes taking longer than 15 minutes.

What's happening????

Check for vacuum leaks at the brake booster when the temp gets cold. The air temp must be having an affect on the vacuum hose or the booster itself and you are loosing vacuum to it.
