Hyundai Sonata won't reach speed

My 1997 5-speed Hyundai Sonata, 110K miles, 4 cylinder engine, will with difficulty only reach about 30 miles per hour. It seems to shift ok, but there doesn't seem to be much power transfer at all. This happened before, but the problem went away for awhile, then it came back. Could it be the catalytic converter? I am hoping it's not the clutch.

Car stopped and e brake on foot on the brake
Put it in high gear let go off the clutch easy and notice if it stall or it takes it time

It should stall in an instant
If not you need a clutch

I tried what you suggested and it did stall in an instant. However, it is indeed the clutch. Go figure!
