'99 Hyundai Accent Voltage Problem?

I have a '99 accent and recently all the lights (headlights, dash lights, etc) have begun to surge brighter/dimmer about 2-3 times a second. The problem doesnt seem to be affected by engine RPM. The alternator was replaced about 40k ago due to a fauty voltage regulator that displayed different symptoms (headlight bulbs blowing etc). The problem is getting worse and has just recently started to cause the vehicle to jerk when driving slowly at low RPM. Any ideas?

Have the charging system check-and check the battery connections especially the ground cable to the engine.
