When I turn the steering wheel either left or right it makes a whining noise. Does the power steering fluid need to be replaced. I have never replaced it. Thank,You

Is the noise coming from the pump? Is the pump full of PS fluid? Also, to answer your other question, it can be serviced. Check your owner's manual and see if it is listed under the maintenance section. If not, and it looks dirty, have it done. Also make sure the belt to the PS pump is tight.
