2004 Hyundai Elantra rusted,pitted rotors plus bad pads

I purchased vehicle 7/15/2007 with 29,899 miles. Dealer stated they had new inspection sticker on vehicle. Now inspection is due and garage informs me that my rotors are rusted,pitted and pads are bad.
I left garage and went to dealer stating with only 5,748 miles I put on vehicle that their inspection was not accurate. The dealer stated that yes I need new rotors/pads at a cost of $450.00. Should not the dealer be responsible for my bad brakes? What is my recourse. Midas estimated $318.00 without even looking at the brakes. Please assist me.

I believe the rotors were fine 6,000 miles ago. Not driving much will cause rotors to pit. The pads will self destruct from the condition of the rotors.

You don't need the dealer to do this, nor would I recommend a chain type of service center.
