2003 Hyundai Elantra Air conditioning not cooling when at a

My a/c is cooling fine when on the run but when i come to a stop it blows warm air. I have replace the fan motor. Can you help me by answering my question? They are saying it is the high pressure switch, can it be true because I can not spend more money.
