2002 Hyundai Elantra turn signal nort working

Electrical problem
2002 Hyundai Elantra 4 cyl Two Wheel Drive Automatic

My turn signal to the right ,sometime work and sometime don't work or sometime stay on

Do I change the fuse or the arm control that is attached to the steering ?

I change the light but still the same problem
