My car is very hard to start when it is cold outside. I have no problem though when I boost it and the boosting vehicles' engine is revved. I have had the battery tested and it is ok. I have changed the crankshaft sensor and the camshaft sensor. I have also changed the spark plugs and the fuel filter. Yet this problem still exists. Could it possibly be the fuel pressure regulator? Or is it something else?

Check your fuel pressure at the end of fuel rail.
Check your coolant temp sensor.
