2003 Hyundai Accent Problems with filling the fuel tank

Recently, my Accent will not allow me to fill the tank without backing up the fuel and cutting off the pressure sensor in the stations gas pump. I have to dribble the gas in. I looked under the car and found a rubber hose going to what I assume is an evaporative canister. When I pinched the hose it felt "crunchy". Is there anything I can do, or do I have to take it to a dealer?

Sounds like the vent hose is clogged. Remove that hose and either clean it out or just replace it and see what happens.
