2000 Hyundai Accent Brakes seem locked

I have a Accent. Barely drive it. Had to drive it two weeks ago-We had a huge winter storm. I only have chains for this car. Our cul de Sac had about a foot of icy snow as well as my drive way. I parked in the garage after removing the chains. I tried to move the car tonight out of the garage. It started fine. But it would not move forwards or backwards. It felt like the emergency brake was stuck on. But it wasnt. I looked under the car with a flash light to make sure nothing was blocking the wheels.
A few years ago i had parked outside during a snow storm and the brakes locked. They were frozen for a few minutes. Its still pretty cold out but the car is garaged.
Has anyone had this problem? Please tell me its minor!!!!

Safely lift the car and determine which wheel is the problem. Next, check the e-brake cable to make sure it is free. Rust is another cause of the brake to stick. If the car isn't used very often, rust will set in.
