1999 Hyundai Accent fuel tank fill slow

I have a filling fuel back up problem ,I checked under the wheel well where the hoses are and they dont look crushed? some one said try to poke a coat hanger down the filler tube and there's a turn over flap that may be jammed ,what do you think?

Hi:
There is a safety device that is designed to prevent fuel from leaking in the event of a roll over. It could be a flap, or a check ball. You could try to carefully do what you friend has suggested to see if there is any restriction.
