If a couple of clips are loose on a couple of hubcaps but they are still on well is this a problem?

As long as they are still tight, you should be okay. How loose are the clips?

A couple clips may be broken or loose I’m not sure. But the hubcaps are still fully on held pretty close by the other clips.

As long as when you pull on them, they feel tight and like they won't come off, you should be fine.
If you can, take a pic of what you are dealing with and upload them for me to see. Hopefully, I can give you some ideas on how to repair them.
