One of the 4 bolts holding the hub to the frame has welded itself in?

The pads and rotors had been driven to the point of metal on metal for a long time and the bolt closest to the caliper is the problem (drivers' side, or right side). Have tried applying solvent numerous times, tried heating with a torch, tried tightening then loosening, tried hammering, tried air impact wrench, bolt will not budge and has stripped. Can it be drilled out if it's welded in?

Is it a caliper bolt or a caliper mount bolt? Could you take a couple of pictures of what you are dealing with and upload them for me to see?
