How to gain access to ignition switch?

I cannot get the steering column to lower (I have removed all bolts), so I can remove and replace the ignition switch. Why doesn't the steering column lower?

Hi,

Are you replacing the ignition key lock cylinder, or the ignition switch itself? Also, you indicated removing all bolts.

Take a look at the pic below. Did you remove all of the highlighted retainers? Also, I need to know if this has a tilt wheel or not.

I never removed the cover screws. On regular cars just removing the bolts would lower the steering column. I'll try #6(Drawing) bolt removal. I got to replace the Main Switch which is on the column itself. Thank you for the prompt and useful message. BOB.
