Howling noise in passenger side tire

That is the front passenger side.

This could be a problem with your wheel bearing. Your wheel bearing is the bearing that lets your wheel spin. It has ball bearings in it that need to be lubricated. Your wheel bearing is packed full of grease that lubricates it. Over time the grease will get spun and work it's way out of the bearing. The unlubricated ball bearings will then start to degrade the races, which are the holders of the ball bearing. It will start to howl as is gets worse and worse.
You can check for this by jacking up your car, like you are going to change the suspect wheel. With your vehicle securely supported, grab the tire and see if you can move it towards the engine and away from the engine. If any slop is detected, your bearing is bad and must be replaced.
