How do you remove the front strut bellow boot and bumper?

Do you need to remove the entire strut to replace the front strut bumper/dampener, or can you just work it out from the top?

This is the part I am replacing due to dry rot of the strut bumper/dampener. Ignore the fact that this part comes with a bellow boot. I am not replacing that.
