How do I get my headlights and instrument cluster to work again

Over the winter my power windows, instrument cluster and HID headlights stopped working, the dealership said to dry the rig out but the windows only opperate intermittently. Where do I start?

if this has been in a flood the modules are probably shot.most insurance companies scrap the car after a flood. Otherwise you may need new modules then get them programmed.
