Where is the horn relay located?

Hi,
Did you mean a 1984?
If so, it is in the convenience center (fuse box) inside the vehicle. See the attached pic. Let me know if you are able to find it and if I have the correct year.

In the US, they stopped making the Chevrolet Citation in 1985. Are you located in the US?

LOL. No problem whatsoever. I was thinking you were in a different country, and they still had a vehicle called a Citation.
The idea that it's a cavalier makes it a bit easier. Under the dash on the driver's side. You will see a larger wiring harness that goes to the fuse box. The relay is on a separate harness that will be attached to the main harness. I attached a pic below.
