Replaced the radiator now the passenger side hood is stuck will mot come up. Driver side will. So how can I get the hood open?

This is a situation I do not like to be in. The latch for the passenger has either not been correctly adjusted upon installation or the cable is dislodged. If the cable is only dislodged at the cable seated end, tugging at the hood cable should work. If the cable is completely detached, that would be difficult to resolve. You need to get at the latch release lever to unlock.
If it is adjustment that is out, lock the driver side latch as well, have someone pull on the release lever.
while you depress the hood at passenger side to release the tension of the latch.
Once you hear the latch click, try lifting the hood.
