Cannot open the hood

When you open the hood using the latch does the handle feel really easy to pull like nothing is attached?

Or does it feel normal, and the latch just doesn't move when you pull it?

Basically, the most common cause of this is the latch is seized. If this is the case, then you are going to have to try and spray using WD40 so that you can try and free it when you are pulling the cable. Just don't pull the cable/handle real hard as it could break. Then we are in trouble.
