overheating

I have a 86 prelude 2.0 si manual. I have changed the thermostat, water tempature sensor on the radiator, radiator cap, the fans work but don't seem to kick on. The water pump was changed last summer. The radiator had leaks but were fixed. The car keeps overheating.
What could be the problem what should i check next.

IF the fans don't kick on, they aren't operating. When the temperature reachs 210-225 they should kick on..or it will overheat.
