can't find idol

I have a 1990 honda prelude si with a 2.05L and when it is at idol it surges from 1500rpm to about 2500rpm I have replaced the throttle body, checked for vacuum leaks, and made sure the engine ground is good. HELP!

DID U CHECK THE COOLANT
