1990 Honda Prelude Car temperature fluctuating

I bought this car adn I noticed under the hood someone has ran a wire from one of the connectors directly to ground. If you disconnect it the car cooling fans do not work. I would think that there should be a relay in this spot. On the cover it says condensor fan but there is no relay there. I have also noticed that the temperature on the car wants to fluctuate even when driviing. If it is sitting still it goes all the way to the hot mark after warming up. I know that this can cause it to overheat and blow the headgasket (which I dont want to happen. When I drive down the road the temperature might read midway then it might read low or it might go almost to the hot. Does anyone know what this problem is and why is the wire ran from the fusebox to ground?

Check the engine temperature gauge sender switch. There's 2 of them one at the radiator near the cooling fan the other is at the thermostat housing.
