When you pull the hood release does it return to the normal position and do you feel any resistance? I am trying to determine if it is the latch or the cable? Your options are a little bit limited but the best means available is to raise the front of the vehicle to make it easier to work on and use car jack stands for safety. Remove the rubber/plastic shroud beneath the radiator. Now you get to reach with a tool to try and get the latch to release. Not fun and not easy.

Another way to get in is by removing the grill. This is not easy but I know if they made it any easier vandals would get access.

Not really too hard. You can use the cable when you pull the inside release off to pull a wire throught the firewall and hook the new one on to it to pull the new cable end through the firewall. Pretty straight forward and easy job. Good luck!
