2001 Honda Passport 401 error code

I have a 401 error code (insufficient EG flow). I have replaced the EGR valve and cleaned the exhaust line to the EGR valve. Have also cleaned the vacuum entrance from the manifold to the EGR valve. The error code persists and is on constantly. What should be my next course of action?
