is it possible just to replace the gears on the speedometer and odometer, instead of change the whole cluster when your speedometer and odometer are not working?

Of course you can buy the speedometer and take it appart and see what you can do to tinker with the insides. I buy a used cluster, pull out the speedometer and install that one.
