Cannot see the instrument gage needles at night

1995 Honda LX 2.2 liter, 193,000 miles.

The instrument gage needles (speedometer, water temperature, fuel and engine tack) do not illuminate at night. The instrument panel lights work and can be adjusted for light intensity.

Could be the printed circuit board

So how do you get to the circuit board and how can you test it?

Its a dealer fix, not for DIY
