If the above vehicle hit a curb and damaged the tire, is the CV joint damages or is this wear and tear.

Hello,
It would depend on how hard you hit the curb did it damage the rim?
It could be from wear and tear but the hit may have expidited the failure of the CV Axle. It could have also damaged the Wheel Bearing.
