Transmission problem

Hi. I have a 91 crx with a b16 SiR transmission in it. When we go the car the speedometer cable wasn't hooked up. We are missing an important part but we don't know what it is or where we can get it. I'm attaching a picture of what it looks like. Any kind of help would be great. I'm just about to give up.
