1987 Honda CRX Honda runs and idles great wont go over 60

I found this car in a garage a 1 owner, by a maintenance man who was retiring and moving to Florida. He has awesome maintenance records and the car looks awesome. I started driving to work at the Honda factory after a week I noticed the car was only getting around 30 mpg. So I had the factory techs look at the car they said they unclogged some stuff on the carb and when they did the insulator plate started leaking and the accelerator pump did not work. Needless to say when I drove the car home after this work was done the car would not go over 60mph It had no power, I also noticed that a quarter tank of gas was used and a quart of oil while in the factory techs service center. So I installed a new carb and insulator plate. The car started up great-idled great sounds good, but still wont go over 60. I checked the plugs went over vacuum lines. Could the catalytic converter go bad when the service center was playing with the carb. Please help!

Could be the problem now is a clogged catalytic converter-do a back-pressure test on the exhaust system by removing the O2 sensor and install a pressure gauge-anything over 3psi calls for concern or have it sniffed out before and after the Cat with a gas analyzer
